What Is the Texas DISP Act?

📋 The Texas Computer Equipment Recycling Act

Requires manufacturers of computers, monitors, and other covered devices to provide free and convenient recycling for Texas residents. The program is manufacturer-funded, not taxpayer-funded. Consumers pay no fee to recycle covered devices at authorized collection sites.

Administered by the Texas Commission on Environmental Quality (TCEQ).

Manufacturer Responsibilities Under DISP

  • Register with TCEQ — All manufacturers selling covered devices in Texas must register annually
  • Implement collection program — Provide free and convenient statewide recycling
  • Meet recovery targets — Based on market share and sales volume
  • Report annually — Document pounds collected and recycled
  • Consumer education — Provide information on recycling locations
  • Major participants: Dell, HP, Apple, Lenovo, Samsung, Sony, Toshiba, and 40+ others. Consumers pay nothing at authorized recyclers.

    Houston e-waste tip: Best Buy, Staples, and Office Depot also accept certain electronics for recycling, though fees may apply for items not covered by the DISP Act. Always verify current policies before visiting.
